How to Check if iPhone 7 is Unlocked

I bought a iPhone 7 from craigslist, person i had bought from says its "unlocked" but the phone keeps saying "sim not supported", i look up the imei on the little information button at the bottom right of it screen and activation lock is OFF.

When i look up imei on back of phone it says its ON. I asked the previous owner to remove it from his icloud and he says he did previous owner is now also not answering my calls. Is there anything i can do?

The IMEI should be the same. I'm not sure what you mean by information button, but go to Settings -> General -> About -> IMEI. That IMEI is the one that you should check and it should match the back. Also SIM not supported doesn't mean activation lock, it means NETWORK lock. If you signed into the iPhone with your own iCloud already, it may show activation lock on. You need to check the IMEI to see which network it will work on, because it is not unlocked from the network.
