How to Recover Contact on iPhone 6S After Software Update

Is there a way to recover my phone number contacts? I had to completely turn off my phone and turn it back on again because a couple of my apps haven't been working lately and when I turned on my phone I accidentally clicked on my contacts and saw that they all disappeared.

I have a 32GB iPhone 6S running iOS 10.2. Both my phone and iCloud ran out of storage/space so I can't back up my phone, haven't been able to in a really long time, and I can't transfer pictures and videos before deleting them from my phone because I don't have a computer available at the moment, don't know when I will be getting one, otherwise I would have transferred my pictures and videos to make space so that I can update my iOS and apps.

It was was right after Thanksgiving when my phone started to act up. Please help me because I want to be able to keep this phone for a little bit longer before having to get a new one.

[EDIT]: I forgot to add that when I turned on my phone it went to the white screen where it said "Hello" and I had to verify or whatever over the Internet by entering my Apple ID. Also just before I came to edit this post I tried adding a new phone number contact to my phone and it wouldn't save.

It doesn't matter if some of my apps don't work, don't want to delete the apps that don't work because they may randomly work again like want happen once to one of my apps, just as long as I can get my phone number contacts back.

Did you go into settings or anything before your phone did this? Because it sounds like it did an erase and reset, because the only time it says "Hello" and you have to put in your ID is when it's being activated for the first time or after a restore. Did you set it up as new?

Do you have any backup done? You can restore ur device and it will put everything back on. You can also make sure that contacts is turned on for iCloud, because your contacts are most likely in iCloud and get be retrieved there.
